No he was a good guy once, he just went a little crazy not too long ago and messed up.

I'm not sure, only had one actual run-in with him. His name is Alexei Dinoia, he's got white hair that flicks out and wears lots of red. Ya can't miss him, he sticks out like a sore thumb~
